Technology innovation in China undervalued

I know scant about technological innovation, which is not directly in this blog’s ken.  However, Jeff Lindsay makes an interesting point.  Notably, not a single Chinese firm is listed in the top 100 global innovators of Thompson Reuters. By comparison, 27% of the companies is Japanese.  Are there genuinely scientific-commercial reasons for this imbalance, or historical-cultural reasons? Lindsay does not speculate, but the question hangs over us.
